New Delhi: With a view to encouraging budding young sportspersons of the country, Airports Authority of India (AAI) has invited applications from outstanding young sportspersons under the AAI Sports Contract Scheme, AAI Sports Scholarship Scheme and AAI Sports Talent Search & Training Scheme for the year 2012-13.

SPORTS CONTRACT SCHEME 2012-13
I OBJECTIVE
The objective of this scheme is to engage on contract outstanding young sportspersons in Airports Authority of India (AAI) with a view to giving permanent employment to them subsequently based on their performances and vacancies available.
2. AGE GROUP
The contract will be available to the sports persons in the age group of over 14 years and under 24 years as on 01.04.2012.

4 NUMBER OF PERSONS TO BE ENGAGED ON SPORTS CONTRACT
The number of persons to be engaged on sports contract will be as per requirement.
5 AMOUNT OF SPORTS CONTRACT
The consolidated amount payable under the AAI Sports Contract Scheme to be granted to the awardees will be as under:-

6 FACILITIES TO CONTRACT PLAYERS FOR PARTICIPATION IN INDIVIDUAL CAPACITY IN NATIONAL/INTERNATIONAL RANKING TOURNAMENTS WITHIN THE COUNTRY
(i) To & fro expenditure from place of residence to venue of tournament(restricted to maximum second AC/Rajdhani or Shatabdi rail fare).
(ii) Journey Allowance @ of Rs. 200/- for 12 to 24 hours and Rs. 100/- under 12 hours.
(iii) Road Mileage Allowance @ Rs. 8/- per KM from place of residence to railway station/airport/bus stand and from railway station/airport/bus stand to residence.
(iv) An amount of Rs. 750/- per day towards boarding & lodging (subject to actual which ever is less) for participation in tournaments in Metro Cities from one day before to one day after the tournament.
(v) An amount of Rs. 600/- per day towards boarding & lodging (subject to actual which ever is less) for participation in tournaments in Non-Metro Cities from one day before to one day after the tournament.
(vi) Payment of an amount of Rs. 10,000/- per financial year towards procurement of sports equipments like rackets, bats, shoes etc., including repairing of equipments on production of bills.
7 DURATION OF CONTRACT
The contract will be applicable upto 31st March 2013 extendable to a maximum of 3 years based on the individual’s performance/improvement in his/her event. The recipient of the contract will cease to get the contract once he/she attains the age of 25 years.
8 CONDITIONS FOR AWARD OF CONTRACT
(i) The contract sportsperson will not be entitled to draw any other financial assistance from any other source whatsoever for sporting activity nor will be entitled for any other employment or contract.
(ii) There is no obligation on the part of the Airports Authority of India to give employment to the Contract Sportsperson.
(iii) The contract sportsperson will abide by the rules, regulations and instructions of the AAI in force or those which may be laid down by a special or general order from time to time, specially with regard to the timing, place of practicing/playing ,conduct ,regular attendance for practice, reimbursement of expenses, etc.
(iv) Apart from(iii) above, the contract sportsperson will be required to put in best efforts in playing, maintaining and upholding the image of AAI.
(v) The contract can be terminated at 15 days notice or remuneration in lieu thereof by either side at any time before the expiry of the period of the contract.
(vi) The contract sportsperson is required to assist the AAI Sports Control Board in all its training sessions, practice and actual matches on behalf of the Authority.
(vii) The contract sportsperson is required to take prior permission in writing from the President/Secretary, AAI Sports Control Board or any other authorized officer of the AAI, if selected to represent in any other team other than the Authority.
(viii) The contract sportsperson is to obey all instructions given to him/her by the official Coach/Manager of the team, President/Secretary, AAI Sports Control Board or any authorized officer, who will be entitled to take such disciplinary action as may be deemed necessary in the event of any misconduct or any such act of insubordination both in and out of the field. The decision of the President, AAISCB in the event of any act of omission/misconduct shall be final.
(ix) The contract sportsperson will not be entitled to avail the medical facilities of the AAI or any of the medical reimbursement except the medical allowance of Rs 500/- per month as mentioned above.
(x) The contract sportsperson shall be required to maintain strict discipline of and on the playground as is expected from any other member of the AAI team. In case the contract sportsperson has to leave the station of Administrative Control for personal work, he/she shall be required to take a written permission to do so from the President, AAISCB or any other authorized officer of AAI.
(xi) For the purpose of the contract, the acts done by and/or order/directions issued by the Secretary, AAISCB or any other officer of AAI authorized shall be considered to be on behalf of the Authority.
(xii) The engagement of the sportsperson is purely on contract for a specified period and the contract sportsperson will not be eligible for any other benefits which may be available to the employees of AAI including for becoming a member of the Provident Fund or any other schemes which may be in force from time to time.
(xiii) The contract sportsperson will be solely responsible to comply with the provisions of the Income Tax Act for payment of Income tax, surcharge/CDS, etc on the amount received from, the Authority. The Authority , however shall deduct such TDS from, the amount so received as is necessitated by the Income tax Act.
(xiv) The contract can be renewed at the sole discretion of AAI either in continuation of the contract or after such gap as is considered necessary on such terms & conditions as are intimated at the time of renewal. .
(xv) The application will be routed through and recommended by appropriate authority/institution (such as Head/Principal of Institution/School, Secretary of the State Federation/National Federation of the concerned sport) alongwith certified copies of standing of the sports scholar.
9 SELECTION
All applications received within the stipulated time shall be considered by a committee duly constituted by the President, Airports Authority of India Sports Control Board.

4. NUMBER OF SCHOLARSHIPS
The number of scholarships will not exceed 60 for the year 2012-13.
5. AMOUNT OF SCHOLARSHIP

6. DURATION OF SCHOLARSHIP
The scholarship will be given initially upto 31st March 2013 which is extendable based on the individual’s performance/improvement in his/her event.
7. CONDITIONS FOR AWARD OF SCHOLARSHIPS
The sports scholarship player will not be entitled to draw any other scholarship / financial aid / stipend from any other source whatsoever for sporting activity.
There is no obligation on the part of the Airports Authority of India to give employment to the Airports Authority of India Sports Scholars.
He/she will continue his/her studies as well as the game concerned diligently and show improved performance in both. He/She will submit the certificates duly attested by the head/principal of educational institute in which he/she is studying that he/she is a bonafide student or the concerned recognized State/National Sports Federation.
He/she shall make him self/herself available for such practice/camp/tournaments/ as and when required by AAI.
That he/she shall not behave in any manner during the period under the scholarship, which may cause embarrassment to AAI and also shall not take part in any activity prejudicial to the Law of the land. He/She will also abide by the rules & regulations/stipulations etc. framed by AAISCB from time to time.
He/she will not represent any club, institution/association other than the educational institutions where he/she studying without obtaining the prior approval from the AAI.
The AAI can withdraw the scholarship at any time without any notice or assigning any reason.
He/she is required to obtain the concurrences of his/her parent/guardian in writing duly attested by a Gazetted officer.
If he/she accepts any scholarship employment from any other institution, the scholarship so awarded by AAI will cease automatically. .
The application will be routed through and recommended by appropriate authority/institution (such as Head/Principal of Institution/School, Secretary of the State Federation/National Federation of the concerned sport) alongwith certified copies of standing of the sports scholar.
8. SELECTION
All applications received within the stipulated time shall be considered by a committee duly constituted by the President, Airports Authority of India Sports Control Board. Wards of employees of Airports Authority of India would be given preference in awarding scholarships subject to meeting all conditions stipulated. Cases of talented sports persons who are not students may also be taken into consideration for award of scholarships subject to their meeting all requirements and verification/certification by the Secretary of the concerned State Federation/National Federation. Cases of special merit not covered under the above conditions may be considered with the approval of Chairman, AAI.

SPORTS TALENT SEARCH AND TRAINING SCHEME FOR THE FINANCIAL YEAR 2012-13
1. OBJECTIVE
The scheme aims at providing a package of assistance to the promising sportspersons in sports disciplines, based on the chances of getting medals in Olympics and other international sports events.
2. ELIGIBILITY
The list of games for which the scheme shall be applicable is as under:-

Assistance under the scheme shall be provided only to promising unemployed sportspersons, who have equaled or improved the existing National record or is a Medalist/position holder (1st to 3rd) of last National Championship (Senior/Junior/Sub Junior) or is a Medalist of Asian/Commonwealth Games/Afro-Asian Games/Olympic Games/World Championship in the relevant category, i.e. Senior/Junior/Sub-Junior in different disciplines. Wards of employees of AAI would be given preference subject to their meeting all conditions stipulated. The cases will be decided purely based on performance, merit and chances of getting medals in the international events and the available budget provision.
The sportspersons eligible for assistance should not be more than 29 years of age as on 01.04.2012.
For sportspersons winning medals in international events last held, upper age limit will be suitably relaxed.
3. QUANTUM OF ASSISTANCE
Promising sportspersons will be assisted for the following purposes:-
(a) Training and participation in tournaments within the country and abroad including engagement of a dedicated coach.
(b) Equipment
(c) Scientific Support
(d) Incidentals including hiring of infrastructure.
(e) Any other justified requirement.
4. FACILITIES TO SELECTED SPORTSPERSON
• Assistance may be considered to a particular sportsperson in a particular financial year, after taking into account the assistance received by him/her from all other sources, both inside and outside India. Under the scheme, assistance for a particular sportsperson may be spread over one or more years.
• The promising sportsperson seeking assistance under the scheme shall submit details of the financial assistance sought for travel, equipment, coaching, hiring of sports infrastructure available with the Sports Authority of India or other agencies as well as the financial support mobilized (received and or assured) from all other sources like the sponsor, promoters both in the private and public sector. Level of performances of the applicant sportsperson in the identified sports discipline at the time of seeking assistance as well as the expected level of performance maybe worked out on a realistic manner if necessary with the concerned experts in the field. After the package of assistance is sanctioned, the promising sportsperson shall have to execute an agreement with the Authority.
• Performance of the sportsperson, assisted under the scheme will be, reviewed with reference to the target fixed. In the event of the sportspersons failure to achieve the target without any valid reasons, sanction of further assistance to the sportsperson shall be discontinued summarily. In case progress of the sportspersons undergoing coaching/training abroad is found to be unsatisfactory or if there is any adverse report regarding conduct of the sportsperson, the Authority shall have the right to cancel the assistance and recall the sportspersons to India immediately. Performance of the sportsperson assisted under the scheme will be reviewed by the Selection Committee constituted.
5. APPLICATIONS
• Promising sportspersons, seeking assistance under the scheme should submit their applications in the prescribed format alongwith relevant particulars as well as details of present level and expected level of performance duly certified by the Sports Authority of India/concerned recognized bodies organizing the tournament/championship.
6. SELECTIONS
• All applications received shall be considered by a committee duly constituted by Chairman, Airports Authority of India/President, AAI Sports Control Board and assisted by Secretary, AAI Sports Control Board. The committee may co-opt any outside expert, if deemed necessary.
• All applications received within the stipulated date shall be processed by the AAI Sports Control Board and put up to the Committee. The Committee will meet thereafter and finalize the list of awardees.
• Assistance as admissible shall be sanctioned as grant and released in one or more installments.
• Performance of the elite sportspersons assisted under the scheme will be monitored on quarterly basis by the AAI Sports Control and communicated to the selection committee.
• Save as otherwise provided, no provisions of the scheme can be relaxed except by Chairman, AAI provided the basic nature and scope of the relevant provisions of the scheme is not altered.
