After being snubbed by the Punjab Police, a British citizen of Indian origin approached Delhi Commission for Women alleging rape, physical abuse and criminal intimidation by the captain of the Indian hockey team, Sardar Singh, in both Punjab and Delhi. The DCW in turn recommended registration of an FIR against Sardar Singh in Delhi and DCW has also issued a notice to Hockey India for explaining within seven days its inaction in the matter so far.
According to a report in the Hindustantimes, DCW chief Swati Maliwal said the woman has alleged she was raped at a five-star hotel in Delhi after being threatened to be pushed down from the building.
“Since the incident of alleged rape has taken place in Delhi, the DCW has recommended registration of FIR against Singh to SHO Chanakyapuri. The recommendation has also been marked to the DCP and Police Commissioner and a daily diary entry of the complaint was made on Tuesday,” she said.
The woman, an international hockey player, said she met Singh when she was 17 years old. “I have a sent a complaint to Punjab Police in January but till now FIR was not registered. Sardar Singh had threatened me that no matter what I do, no action will be taken against him,” she said at a press conference organised by the DCW.
According to a report in The Times Of India, on Tuesday, the woman filed a complaint at the Chanakyapuri police station. DCP (New Delhi) Jatin Narwal said the matter was under investigation. An FIR has not been registered yet.
"Kab kiya complaint (When did she complain?)," was Singh's reaction to TOI. "I can't control anyone's mind, can't change what people think. I don't want to make any comment. Punjab Police had dismissed her complaint. I am concentrating on my game, my hockey. It's an important year (Olympics is round the corner) and I want to think of only that," he said. Hockey India chief Narendra Batra refused to comment, saying: "I am out of the country. Will speak only on my return."
